CHIEF ANIMAL CONTROL OFFICER PUBLIC HEALTH DEPARTMENTDIVISION OF HUMANE SERVICES PET ADOPTION CENTERStarting Salary: $42,426.91 - $52,630.58 per year This is a full-time position which includes a full range of benefits including Paid Time Off, Extended Medical Leave, Holidays, Employee Health, Dental, Life, Disability, Retirement, and Tuition Assistance programs. JOB DESCRIPTION: The purpose of this position is to supervise animal control operations; coordinate kennel operations; and assist with the administrative operations of the Pet Adoption Center. The work is performed under the direction of the Director-Humane Services Division. iWorks as a team member to assist the Director and co-supervisors to ensure smooth day to day operations of the animal control unit and to ensure supervision of other staff is maintained in the absence of co-supervisors. Supervises, organizes, and coordinates animal control personnel. Trains animal control personnel regarding applicable laws and ordinances, safe animal handling techniques, animal care and euthanasia. Supervises and performs rabies specimen preparation for lab testing. Evaluates work of animal control officers. Reviews written reports submitted by animal control officers for completeness, accuracy, and proper disposition. Arranges transport for animals. Oversees handling of bite cases. Prepares a variety of reports regarding animal care/rabies control. Orders supplies, oversees equipment/vehicle repair. Inventories supplies. Inspect and license pet grooming parlors, boarding kennels, breeding kennels and pet shops. Receives and investigates animal abuse/neglect complaints. Obtains needed search warrants, performs site investigations, seizes abused/neglected animals, and arranges appropriate veterinary treatment or animal disposal. Initiates and participates in legal proceedings regarding seized/housed animals. Responsible for maintenance, training and security of firearms/tranquilizer equipment and drugs used by the department. Be available by phone to answer questions of the animal control officers and be available to respond to assist officers after hours. Writes bid specifications for purchases, researches items. Provides information regarding pet adoption, vaccinations, and neutering programs, educates the public on responsible pet ownership. Maintains knowledge of current codes, laws and regulation regarding animal control and abuse/neglect, and animal control, removal, disposal and housing techniques. Recommends budget needs for animal control. Assists Director with supervising office, veterinary and kennel staff in absence of work unit supervisor. Assists the staff with difficult citizen complaints. Assists with supervising building maintenance and security. Must be familiar with incinerator and high-pressure washer systems. Ensures vehicle fleet is maintained. Maintains records for the division as the Custodian of Records. Conducts shelter tours and educational programs. Approves the surgery/evaluation/euthanasia list. Creates policies and procedures for the animal control unit. i REQUIREMENTS : iEDUCATION: General/technical high school diploma or GED equivalent required. iCERTIFICATIONS: Chemical Immobilization Certified. Missouri animal control officer certification preferred, and valid motor vehicle operators license required. JOB EXPERIENCE: 5 years of animal control experience. JOB EXPERIENCE: Must demonstrate understanding of animal diseases and modes of transmission. Must have an ability to identify and evaluate animal breeds, characteristics, behavior, and temperament. Must have basic computer skills. Must be able to work a flexible schedule as needed including some holidays and weekends.
