Dept/Div: Parks & Recreation FLSA Status: Non-Exempt General
Definition of Work Performs supervisory work overseeing and
assisting in maintenance activities, and related work as apparent
or assigned. Work is performed under the limited supervision of the
Parks & Recreation Superintendent. Supervision is exercised over
Mechanic, Horticulturist, Grounds Maintenance Technician, Park
Skilled Laborers, Park Laborers, part-time and seasonal park
employees. Qualification Requirements To perform this job

Functions Plans, organizes, directs, inspects and participates in
the work of crews engaged in the regular maintenance of parks and
grounds areas, and equipment. Instructs and trains crew members;
conducts performance evaluations on assigned personnel; counsels
employees and recommends disciplinary action when required.
Inspects areas and facilities for conformance to maintenance and
safety standards; monitors quality and quantity of work; selects
equipment and materials needed for work assignments. Investigates
citizen comments regarding park areas, facilities, islands,
rights-of-way, and green space in the absence of Park Manager.
Conducts weekly tailgate safety training program and monthly safety
training program. Assists Parks and Recreation Superintendent in
the coordination of special projects. Knowledge, Skills and
Abilities General knowledge of the principles, practices,
equipment, tools and materials used in park maintenance and
operations; turf management, irrigation, building maintenance,
hardscaping, landscaping and horticulture as applied to parks and
grounds areas; General knowledge of the grasses, flowers, shrubs
and trees grown in the area, their planting time and their soil
requirements; thorough knowledge of hazards and necessary safety
precautions involved in construction work; ability to plan and
supervise the work of subordinates; ability to prepare reports;
ability to establish and maintain effective working relationships
with vendors, contractors, associates and the general public.
Ability to follow written, verbal, or diagramed instructions and
communicate them clearly to team members. Ability to supervise team
to complete work efficiently and safely. Ability to safely use
tools commonly utilized in the construction and landscaping trades.
Ability to perform heavy manual labor requiring physical strength
and dexterity. Ability to use hand tools and operate equipment
safely and effectively. Ability and willingness to accept new
techniques, tasks, and training. Ability to assist co-workers with
responsibilities as needed. Ability to provide direction and
evaluate employees. Understands supervisory concepts. Education and
Experience Associates or Bachelor's degree preferred with
coursework in park operations, arboriculture, horticulture, grounds
maintenance, facility maintenance or related field; should have
considerable experience in construction, snow removal, property
maintenance and supervision of work crews or equivalent combination
of education and experience. Physical Requirements This work
requires the regular exertion of up to 10 pounds of force, frequent
exertion of up to 25 pounds of force and occasional exertion of up
to 100 pounds of force; work regularly requires standing, walking,
speaking or hearing, using hands and fingers, handle or feel,
stooping, kneeling, crouching or crawling, reaching with hands and
arms, pushing or pulling and repetitive motions, frequently
requires lifting and occasionally requires sitting, climbing or
balancing and tasting or smelling; work has standard vision
requirements; vocal communication is required for expressing or
exchanging ideas by means of the spoken word and conveying detailed
or important instructions to others accurately, loudly or quickly;
hearing is required to perceive information at normal spoken word
levels and to receive detailed information through oral
communications and/or to make fine distinctions in sound; work
requires preparing and analyzing written or computer data, visual
inspection involving small defects and/or small parts, using of
measuring devices, assembly or fabrication of parts within arm's
length, operating machines, operating motor vehicles or equipment
and observing general surroundings and activities; work regularly
requires working near moving mechanical parts and exposure to
outdoor weather conditions and occasionally requires working in
high, precarious places, exposure to fumes or airborne particles,
exposure to toxic or caustic chemicals, exposure to the risk of
electrical shock, exposure to vibration, and may be required to
wear specialized personal protective equipment; work is generally
in a loud noise location (e.g. grounds maintenance, heavy traffic).
Special Requirements Valid Class E driver license required. Ability
to acquire Commercial Driver's License -Class A (w/ air brake
endorsement) within 12 months of hire Missouri Pesticide Applicator
License or ability to obtain within 12 months of hire First Aid /
CPR/ AED Certification required within 6 months of hire ISA
